Pataki has not publicly mentioned the need for more troopers on Route 17, although details of increased law enforcement because of the casinos should be spelled out in the compacts between the tribes and the state. The local agreements between the county and the Mohawks and Stockbridge-Munsee ensure that the county won't foot the bill. Barry's days as a pool manager for Catskill resorts are over.

Am I correct that last month the SC Legislators agreed with the Seneca Cayuga Tribe of Oklahoma for the $15 million amount in perpetuity? What is the length of the agreement for the Cayuga Nation of NY and the Oneida Tribe of Wisconsin with Sullivan County?

Response from Steve Israel [ADMINISTRATOR] at 12-13-2004, 08:53 AM The length of the agreements between both tribes and the county for the $15 million per year fee is seven years, with an option to renew. Sullivan County Legislators are currently reviewing agreements proposed by the Seneca Cayugas and New York Cayugas, so it's premature to say exactly what they include. The Oneida Tribe of Wisconsin doesn't yet have an agreement with Sullivan.

Response from Steve Israel [ADMINISTRATOR] at 12-13-2004, 08:42 AM Millions of extra vehicles and pollution on Route 17 are concerns that many share, especially in Orange County where the road is close to capacity at one point near Goshen and is often backed up near shopping centers and on weekends. But casino supporters have environmental studies that say traffic won't be a problem. Orange County officials dispute those studies. Those who are against casinos say they will bring more crime, but some studies say the only increase in areas with casinos is from the increase in people, not the casinos themselves.

On the one hand it has been widely reported in the press that the St. Regis Mohawk casino at Kutchers is part of a "land claim settlement" action however the DEIS and FEIS for the St. Regis Mohawk/Kutchers casino make no mention of any "land claim settlement" action but rather feature it only as a "land trust" action.

Pataki wants to propose before Congress because the Mohawks don't want to link a casino to a land claim. But the tribe is close to settling its land claim with the state, which paves the way for a casino. And the tribe is on the verge of federal and state approval for a casino, something it's been trying to attain for years. So the Mohawks could be the first tribe to actually start building.

It seems that the gov. is sort of taking a step back when it comes to pushing for five casinos in Sullivan County. It's as if he realizes that he went a bit too far. How are county lawmakers reacting to the gov., and are they going far enough?

Response from Steve Israel [ADMINISTRATOR] at 12-13-2004, 08:22 AM Just about all of the members of the Sullivan County Legislature say that five is too many casinos. That's why Gov. Pataki is now stressing that local lawmakers will have a say. But Pataki still wants the five casinos. And the five tribes that now have land claim-for-casino deals all have their sights set on Sullivan. Four of the tribes also have impact agreements or pending agreements with the county for casinos. So rather than taking a strong offcial stand, legislators are waiting until their Wednesday meeting with a Pataki advisor to sort things out.

Response from Steve Israel [ADMINISTRATOR] at 12-13-2004, 08:05 AM No one knows for sure, but casino supporters consistently say that property values would rise. This could especially be true in the more rural areas of the county. That's where, presumably, the higher paid employees would live.
